Requires the Office of Administration to maintain Missouri Employers Mutual Insurance Company financial information on the Missouri Accountability Portal for public transparency and access.

Mandates the Missouri Employers Mutual Insurance Company annually submit copies of its financial transaction reports and detailed employee compensation information to the Office of Administration.

Prohibits the Missouri Employers Mutual Insurance Company from acquiring, controlling, owning, or merging with any for-profit entity.

Establishes that employees of the Missouri Employers Mutual Insurance Company shall receive the same rates of pay as comparable state employees under the Office of Administration's personnel division.

Designates the Missouri Employers Mutual Insurance Company as a quasi-public governmental body subject to Missouri's open records and public meeting laws under sections 610.010 to 610.030.
