Authorizes cities, towns, villages, sewer districts, and water supply districts to levy an annual fee not exceeding $4 per month or $48 annually on residential properties with four or fewer dwelling units for lateral sewer service line repairs or replacements, subject to voter approval.

Requires fees to be placed in a special account used solely for administering and paying reasonable costs of lateral sewer service line repairs or replacements, with accrued interest added to the account.

Permits districts to administer the program directly or contract with third parties through a competitive process, with administrative costs capped at 5 percent of annual fund collections.

Allows collection of fees on general tax levy bills alongside property taxes using the same delinquent tax collection procedures.

Limits fee markups in charter counties with 300,000-450,000 residents to 33⅓ percent above the premium or fee paid to another entity for sewage processing or treatment services.
