Health insurance issuers reporting direct written premiums for health insurance coverage in Missouri must annually pay an assessment to support the Missouri poison center.

The Missouri poison center funding pool starts at $500,000 in 2013 and is adjusted annually for inflation using the St. Louis Consumer Price Index or Kansas City Consumer Price Index.

Assessment amounts are calculated by dividing the inflation-adjusted pool total by the number of health insurance issuers with more than $100,000 in direct written premiums in Missouri during the previous calendar year.

The Department of Insurance, Financial Institutions and Professional Registration issues invoices on June 1st with payment due July 1st to the Department of Revenue, which distributes funds to the Missouri poison center by August 1st.

Failure to remit payment constitutes a level two violation under section 374.049, and assessments are exempt from premium taxes and retaliatory taxes.
