Allows motor vehicle owners to purchase an additional temporary license plate matching their existing or newly issued plate for display in the vehicle's back window when the actual plate is obstructed by a bicycle rack or other item.

The fee for the temporary plate equals the fee for a temporary permit under section 301.140, set at seven dollars and fifty cents.

The additional plate may only be used on the vehicle with the matching plate and must be clearly recognizable as a third plate used solely for the specified purpose.

Authorizes the director of revenue to promulgate rules and regulations for administration of this section, including recommended placement of the temporary plate within the vehicle's back window.

The temporary plate provision is added as subsection 9 to section 301.140, which also governs other temporary license plates and vehicle registration transfers.
