Increases annual alternative fuel decal fees for vehicles powered by alternative fuel: from $75 to $140 for passenger vehicles and commercial vehicles under 18,000 pounds; from $100 to $185 for farm vehicles 18,000-36,000 pounds; from $150 to $280 for vehicles over 18,000 pounds; from $250 to $470 for farm vehicles over 36,000 pounds; and from $1,000 to $1,880 for vehicles over 36,000 pounds.

Increases temporary alternative fuel decal fee for out-of-state vehicles from $8 to $12, valid for 15 days.

Directs all proceeds from alternative fuel decal fees to be credited to the State Highways and Transportation Department Fund instead of the Motor Fuel Tax Fund.

Repeals previous language regarding deposit of temporary decal fee proceeds to the Motor Fuel Tax Fund.

Allows alternative fuel dealers to retain 50 cents for each decal fee timely remitted to the director.
