Establishes that sewerage and water services are furnished to both the occupant and owner of premises, allowing service providers to sue either or both parties to recover unpaid amounts plus reasonable attorney's fees.

Requires water districts to make good faith efforts to notify property owners when occupants are 30 days delinquent; limits owner liability to 90 days of unpaid service charges (with extended 120-day liability for certain large cities until January 1, 2007).

Applies only to residences with private water and sewer lines; properties with shared common lines make the property owner liable for all water and sewer expenses.

Provides immunity from civil and criminal liability for water providers or premises owners who terminate service due to nonpayment, and specifies such termination is not constructive eviction or forcible entry.

Excludes unapplied-for utility services from these provisions, making property owners directly responsible for bills when they must apply for and accept the service.
