HB 1970 Summary

• Increases notice requirement for public meetings from 24 hours to 48 hours (24 hours for General Assembly), exclusive of weekends and holidays

• Adds requirement that lease, sublease, rental agreements, and similar instruments for publicly owned facilities must be public records

• Adds new exception (item 16) to allow closure of records for business entities formed under section 537.620 used in rate calculations and claims adjustments

• Extends sunset dates for two security-related record closure exceptions from December 31, 2012 to December 31, 2016

• Clarifies that party seeking disclosure of investigative reports shall have reasonable costs and attorney fees paid if law enforcement agency's decision to keep records closed was substantially unjustified
