Changes petition requirements for voluntary annexation from "verified" to "notarized" petitions signed by all fee owners in the area to be annexed.

Adds a three-year statute of limitations for any legal action seeking to deannex territory or challenge an annexation that occurred under sections 71.012 and 71.014.

Extends the statute of limitations for deannexation claims under specific circumstances to four years if a city fails to provide services or zoning within three years after annexation becomes effective.

Adds "residential and commercial alarm and security entities" to the list of businesses subject to city licensing and taxation authority under municipal ordinances.

Creates new section 339.098 allowing persons who purchase or pay for property appraisals on property they own or have a contract to purchase to file complaints with the Real Estate Appraiser Commission.
