Requires county offices administering lateral sewer service line repair programs to bill each condominium unit separately for its proportionate share of fees, with individual owners not jointly and severally liable.

Allows condominium associations to elect to have the total fee assessed to the association and paid from condominium association dues or other funds.

Makes billing procedures mandatory, and waives all fees assessed during any period of noncompliance by a county.

Establishes liability for county offices that violate billing procedures by collecting fees from individual owners, including attorney fees, costs, and civil penalties of at least $2,500 per erroneous collection.
