Repeals section 84.175 of Missouri Revised Statutes, which authorized the establishment of a police reserve force in St. Louis.

Eliminates provisions allowing the board to organize a reserve force composed of retired police officers who meet qualification standards.

Removes authority for the chief of police to command, train, equip, and arm reserve officers with full police powers.

Eliminates provisions allowing the city council to set limits on the total number of reserve force members.

Repeals provisions allowing temporary appointment of special officers or patrolmen during declared emergencies or riots.
