Requires the Department of Health and Senior Services and Department of Mental Health to develop caseload standards based on actual employee duties, national standards, and standards used in other states.

Establishes caseload standards advisory committees at each department consisting of 7 nonsupervisory employees, 3 division directors, and an advisory representative from the employees' certified majority organization.

Prohibits failure to complete assignments exceeding caseload standards from being a factor in determining employee pay increases or eligibility for raises.

Mandates annual written reports to the General Assembly detailing established caseload standards, actual caseloads, computation methodology, and whether statewide average caseloads exceed established standards.

Applies similar caseload standard requirements to the Department of Social Services, with committees convening at least annually and reports made publicly available on departmental websites.
