Issues temporary 30-day nondriver's licenses for $6, with the Department of Revenue verifying identity and citizenship before issuing a standard nondriver's license.

Standard nondriver's licenses expire on the applicant's birthday in the sixth year after issuance, or are nonexpiring for applicants who are U.S. citizens over age 70.

Allows applicants who are U.S. citizens to obtain driver's or nondriver's licenses without a photograph if they submit a notarized form verifying the exemption is required by their religious affiliation, have been a U.S. citizen for at least five years, and have resided in Missouri for at least one year.

Requires photographs or digital images to be taken and maintained by the director even when not printed on the license, with same-sex department employees available to take photographs in segregated locations.

Limits driver's and nondriver's license validity periods to not exceed an applicant's lawful presence in the United States, effective July 1, 2005.
