Removes the requirement that reciprocal licensing from other states must include reciprocal privileges back to Missouri, allowing the board to issue licenses to applicants from equivalent or higher-standard jurisdictions without examination.

Changes the education requirement effective January 1, 2014 to allow applicants to obtain a hearing instrument specialist license through either an associate's degree in hearing instrument sciences or satisfactory completion of board-prescribed training and instruction.

Changes the education requirement effective January 1, 2015 to require either an associate's degree in hearing instrument sciences or completion of board-prescribed training and instruction as alternatives to other degree options.

Exempts current valid Missouri hearing instrument specialist licensees from the new education requirements when renewing their licenses, but applies requirements to all hearing instrument specialist-in-training permit holders.

Requires the board to promulgate rules establishing technical knowledge and skill standards for fitting hearing instruments and standards for evaluating applicants under the alternative training pathway.
