Appropriates $20,004 to the Board of Fund Commissioners for annual fees, arbitrage rebate, refunding, and related expenses for State Water Pollution Control Bonds, Stormwater Control Bonds, Third State Building Bonds, and Fourth State Building Bonds for fiscal year 2012-2013.

Transfers $4,034,596 from General Revenue Fund to Fourth State Building Bond and Interest Fund for currently outstanding general obligations.

Transfers total of $37,372,386 to Water Pollution Control Bond and Interest Fund ($34,946,982 from General Revenue Fund and $2,425,404 from Water and Wastewater Loan Revolving Fund) for currently outstanding general obligations.

Transfers $6,167,350 from General Revenue Fund to Stormwater Control Bond and Interest Fund for currently outstanding general obligations.

Appropriates funds for payment of interest and sinking fund requirements: $12,550,204 for fourth state building bonds, $28,868,520 for water pollution control bonds, $5,956,100 for stormwater control bonds, and $5,618,100 for third state building bonds.
