Appropriates $448.4 million to the Department of Revenue for collecting highway-related fees and taxes, tax administration, motor vehicle licensing, legal services, and other operational expenses for fiscal year July 1, 2012 - June 30, 2013.

Appropriates $2.15 billion to the Department of Transportation for highway construction and maintenance programs, administration, multimodal operations, transit services, aviation, and rail programs during the same fiscal period.

Establishes distribution of $188 million from Motor Fuel Tax Fund to cities and counties, and transfers $525 million from State Highways and Transportation Department Fund to State Road Fund.

Authorizes lottery operations with $48.6 million for expenses and $102 million for prize payments from the Lottery Enterprise Fund.

Excludes funding for the offices of the Governor, Lieutenant Governor, Secretary of State, State Auditor, State Treasurer, and Attorney General from appropriated funds.
