• Authorizes fund transfers between state accounts to support administrative costs and specific programs within each department.

• Prohibits use of appropriated funds for expenses related to constitutional offices (Governor, Lieutenant Governor, Secretary of State, State Auditor, State Treasurer, and Attorney General).
