Appropriates $112.1 million for statewide elected officials (Governor, Lieutenant Governor, Secretary of State, State Auditor, State Treasurer, and Attorney General) for fiscal year 2012-2013, drawn from General Revenue Fund and other sources.

Allocates $195.0 million to the Judiciary, including $139.4 million for circuit courts, $11.2 million for courts of appeals, $10.5 million for Supreme Court operations, and $6.7 million transferred to Drug Court Resources Fund.

Funds the Office of the State Public Defender with $39.4 million for public defense services, criminal representation contracts, and Public Defender Commission expenses.

Appropriates $33.1 million for the General Assembly, including salaries and per diems for Senate and House members, contingent expenses, and operating costs for legislative committees and research divisions.

Covers fiscal period July 1, 2012 through June 30, 2013, with specific full-time equivalent staffing limits and flexibility provisions for fund transfers between personal service and equipment categories.
