Appropriates $149,808,916 total from General Revenue Fund ($112,403,741), Federal Funds ($21,896,084), and Other Funds ($15,509,091) for fiscal year July 1, 2012 through June 30, 2013

Funds real property leases, utilities, systems furniture, structural modifications, and related expenses across multiple state departments including Corrections ($43,666,749), Mental Health ($21,114,308), and Social Services ($2,645,978)

Allocates funds to the Office of Administration's Division of Facilities Management for operation of state-owned, institutional, and leased facilities with up to 5% flexibility allowed between certain sections and departments

Prohibits use of appropriated funds for travel or staffing costs associated with the Governor, Lieutenant Governor, Secretary of State, State Auditor, State Treasurer, or Attorney General offices

Includes funds for capital improvements and expenses across state government divisions including education, revenue, public safety, judiciary, and various other agencies
