Modifies section 301.210 of Missouri law to allow motor vehicle dealers 21 days after delivery of a vehicle or trailer to transfer the certificate of ownership to the buyer, instead of requiring transfer at the time of delivery.

Applies the 21-day transfer window only to sales made by licensed motor vehicle dealers; non-dealer transfers still require immediate certificate transfer at time of delivery.

Requires dealers to deliver the endorsed certificate with warranty of title and statement of all liens or encumbrances within the 21-day period.

Makes it unlawful to buy or sell a motor vehicle or trailer without proper assignment of the certificate of ownership, with sales without proper assignment declared fraudulent and void.
