Repeals and reenacts section 135.953, RSMo, relating to enhanced enterprise zone qualification criteria.

Adds new requirement that no finding of blight under enhanced enterprise zone statutes can be used to meet blight conditions under any other state statute.

Allows enhanced enterprise zones to be designated in disaster areas that sustained severe damage from natural disasters, with applications required within one year of the governor's federal relief request.

Permits enhanced enterprise zone designation in counties with declining population (1% or more population loss) if they meet alternative criteria including blight, poverty levels, and either income or unemployment requirements.

Allows renewable energy generation zones to qualify as enhanced enterprise zones if they meet the criteria established in section 135.950.
