Authorizes the special administrative board of a transitional school district to develop a plan dividing the district into four subdistricts, each organized around a high school and its feeder schools, while maintaining a shared tax base.

Requires the board to submit a proposal regarding establishment of neighborhood schools under the subdistrict plan to district voters no later than the general election of 2013.

Mandates that state aid funds be distributed to all subdistricts using the same principles specified in section 163.031, based on weighted average daily attendance.

Modifies the automatic dissolution date of the transitional school district, allowing it to continue beyond July 1, 2008, if the state board of education determines it is necessary to accomplish its established purposes.
