Establishes a "Renewed School District" effective July 1, 2013, for urban districts in cities with more than 400,000 inhabitants that have been declared unaccredited twice within 15 years since January 1, 1998.

Creates a five-person special administrative board with three members selected by the commissioner of education and two members selected by the city mayor to govern the renewed school district instead of an elected board.

Eliminates further school board elections after July 1, 2013, for the specified urban school district, with the board directing management of schools, setting tax levies, and employing staff.

Converts underperforming schools not in the top quartile of performance to renewal charter schools, with the special administrative board serving as sponsor and retaining oversight authority.

Allows residents to vote on returning to local governance with a seven-director elected board once the district achieves full accreditation for three consecutive school years, with the option to hold subsequent elections every five years thereafter.
