Creates the "Incentives Regionalization Act" as section 620.1935 of Missouri law to regulate economic incentives for interstate business relocations between Missouri and Kansas.

Defines key terms including "employer" (company with more than 10 employees), "interstate move" (relocation between Kansas and Missouri), and "distance moved" (measured between easternmost point in Kansas and westernmost point in Missouri).

Requires Kansas to adopt substantially similar legislation before Missouri implements the act's provisions.

Establishes that economic incentives (tax abatement, tax credits, or other government benefits) must be directly proportional to distance moved, with employers moving 30 miles or more receiving maximum incentives.

Limits incentives for moves less than 30 miles to a fraction where the numerator equals miles moved and denominator equals 30.
