HB 2047 Summary

• Repeals sections 115.156, 115.159, 115.275, 115.277, 115.278, 115.281, 115.283, 115.287, 115.291, and 115.292 RSMo and enacts 27 new sections (115.900-115.938) establishing the Uniform Military and Overseas Voters Act.

• Defines "covered voters" as uniformed-service members, overseas citizens, and their dependents who are eligible to vote in Missouri, with expanded eligibility to include overseas voters born outside the U.S. whose parents were last eligible to vote in Missouri.

• Requires election authorities to transmit ballots and balloting materials to covered voters within 45 days before federal elections using electronic transmission methods (facsimile, email, or internet) if requested by the voter.

• Eliminates notarization requirements for covered voters submitting military-overseas ballots and allows ballots to be accepted without postmark if voter declares timely submission under penalty of perjury.

• Establishes an electronic free-access system allowing covered voters to track whether their registration application and ballot have been received and the current status of their ballot.
