Repeals and replaces section 302.020 regarding motorcycle operation and protective headgear requirements in Missouri.

Requires all motorcycle and motortricycle operators and passengers to wear protective headgear meeting department standards while operating on state highways.

Allows persons 21 years of age or older to obtain a helmet-free endorsement from the Department of Revenue if they provide proof of at least $20,000 in personal injury protection (PIP) insurance valid for a minimum of two years.

Requires the department to issue a yearly circular sticker for the motorcycle license plate indicating PIP policy expiration, with color changing annually; the licensee bears the cost of the new license and sticker.

Establishes penalties including fines up to $300 for first violations of licensing requirements, up to $1,000 and/or jail time for second violations, class D felony for third or subsequent violations, and $25 maximum fine for failure to wear headgear with no court costs or points assessed.
