Increases the signature requirement for school annexation petitions from ten percent to twenty percent of voters from the last school board election, or a majority of district voters, whichever is lesser.

Adds a two-year waiting period before a new annexation petition can be circulated for the same area if a previous annexation petition failed at election.

Allows seven-director school districts to propose annexation by majority board vote as an alternative to the petition process.

Requires a plat of proposed boundary changes to be published and posted with election notice.

Upon annexation approval, all district property, money, and indebtedness transfer to the receiving seven-director district(s).
