Prohibits aliens unlawfully present in the United States from receiving state or local public benefits, except those permitted under federal law (8 U.S.C. 1621(b)), and excludes emergency medical care, prenatal care, abortion alternatives, emergency assistance, and legal assistance from this restriction.

Requires applicants age 18 and older applying for public benefits to provide affirmative proof of U.S. citizenship, permanent residency, or lawful presence using documents recognized by the Department of Revenue or federal government identification.

Allows applicants lacking required documentation to sign a sworn affidavit attesting to citizenship or lawful permanent resident status in order to receive temporary benefits for up to 90 days or until lawful presence is verified, whichever is earlier.

Mandates verification of alien lawful presence through the federal Systematic Alien Verification for Entitlements (SAVE) Program operated by the Department of Homeland Security before any public benefits are granted.

Exempts nonprofit organizations registered with the Internal Revenue Service from enforcing these provisions and protects state and local agencies from discrimination liability when they refuse benefits based on inability to verify lawful presence.
