Repeals and replaces Section 79.050, RSMo, regarding officers in cities of the fourth classification.

Removes the requirement that the board of aldermen obtain voter approval before providing by ordinance for the appointment of a collector and chief of police.

Allows the board of aldermen to appoint a collector and chief of police (who performs marshal duties) by ordinance without voter authorization.

Maintains existing provisions allowing the board to elect a city marshal and collector if it does not provide for appointed positions, with the option for one person to hold both offices.

Preserves existing voter approval requirements for other optional changes, including extending the collector's term to four years, changing the mayor's term length, or extending the board of aldermen's term to four years.
