Requires issuance of only one license plate for most motor vehicles beginning August 28, 2012, instead of the current two-plate system.

Allows property-carrying commercial motor vehicles to request two license plates for an additional fee not to exceed the personalized license plate fee.

Requires owners with front license plates at the time of the bill's effective date to surrender them at the next vehicle registration renewal.

Applies the one-plate requirement to personalized and special license plates issued under sections 301.130 and 301.144.

Maintains existing registration fees and procedures for land improvement contractors' commercial vehicles at $350 annually with an 80,000-pound maximum gross weight.
