Creates the "Missouri Liberty Preservation Act" prohibiting Missouri from providing material support or participating in implementation of Sections 1021 and 1022 of the National Defense Authorization Act for Fiscal Year 2012 within state boundaries.

Declares Sections 1021 and 1022 of the 2012 NDAA (authorizing indefinite detention and military prosecution) are unconstitutional violations of federal power limits and illegal within Missouri.

Directs the Department of Public Safety to report to the governor and general assembly any attempts by federal agencies to implement these provisions through state departments.

Makes it a Class B misdemeanor for any Missouri state officer, employee, or state contractor who enforces or attempts to enforce these federal provisions.

Makes it a Class A misdemeanor for any federal official, agent, or federal contractor who enforces or attempts to enforce these provisions within Missouri.
