Amends sections 77.530 and 79.380 of Missouri law governing third and fourth class cities' authority to condemn property.

Prohibits city councils from condemning property for wastewater runoff management purposes without first exhausting all other possible remedies.

Applies the restriction to property both within and outside city limits, within ten miles of the city.

Maintains existing authority for cities to condemn property for hospital purposes, waterworks, sewer carriage and outfall, and other specified public uses.
