Renames the "Board of Cosmetology and Barber Examiners" to the "Board of Cosmetology and Barbers" and merges the powers and duties of the separate barber and cosmetology boards.

Reduces the board from eleven members to seven members, with new composition including one cosmetologist, one barber, one massage therapist, one tattoo artist, one esthetician, one nail technician, and one accredited cosmetology school owner.

Changes all board member terms to four years instead of staggered initial terms, with a twelve-year maximum service limit.

Raises the educational requirement for licensure applicants from tenth-grade completion to a high school diploma or GED certificate.

Maintains existing apprenticeship and school training hour requirements for different cosmetology classifications (3,000 hours for cosmetologists, 800 hours for manicurists, 1,500 hours for estheticians).
