Amends section 430.225, RSMo to modify lien rights for charitable health care entities and practitioners, including clinics and individual health practitioners supported in whole or in part by charity.

Grants clinics and charitable health practitioners the same lien rights previously reserved only for hospitals in sections 430.230 to 430.250.

Caps liens at 50 percent of net proceeds (after attorney fees and recovery expenses) when combined liens exceed 50 percent of the amount due the patient, with each provider sharing proportionally based on their claim amount.

Allows insurance carriers to pay health care provider liens directly to the provider if the claimant authorizes payment and does not dispute customary charges or causation of injury.

Releases the claimant from further liability for medical services and treatment once a health care provider receives payment under the lien provisions.
