Creates the "Daylight Saving Time Elimination Act" in Missouri statute (Section 1.340) to establish a Daylight Saving Time Elimination Pact with other states

Exempts all areas of Missouri from federal daylight saving time requirements under 15 U.S.C. Section 260a

Provisions take effect only when at least 25 states pass legislation to join the pact

Member states would stop observing daylight saving time on January 1st of the year following the 25th state's entry into the pact
