Establishes the Missouri Yellow Dot Program within the Department of Revenue to help emergency responders access health and emergency contact information for program participants involved in motor vehicle accidents or emergencies.

Program participants receive a yellow decal to affix to their vehicle's rear driver's side window, a health information card (containing name, emergency contacts, medical conditions, allergies, medications, and photograph), and a yellow envelope to store the card in the glove compartment.

Department of Revenue shall make program materials available for pickup at driver's license offices and through an online request system, and may charge a nominal fee to cover administrative costs.

Director shall notify the State Highway Patrol about the program implementation and conduct a public education campaign to inform the public.

Program automatically sunsets six years after effective date unless reauthorized by the General Assembly, with a subsequent sunset of twelve years if reauthorized.
