Establishes a three-member governing board for the transitional school district, with one member appointed by the district's governing body, one by the city mayor, and one by the board of aldermen president, serving three-year terms without compensation.

Adds a chief executive officer to the governing board (nominated by state board of education and appointed by governor with senate consent) if the school district loses accreditation, with authority over staff appointments and general superintendent duties.

Extends the dissolution date of the transitional school district from July 1, 2008 to July 1, 2013, with provisions allowing earlier termination if the district achieves accreditation or meets state standards.

Grants the special administrative board powers including creating academic accountability plans, contracting with nonprofit and governmental agencies, establishing school site councils, and overseeing facility planning and improvement.

Requires the elected school board to retain auditing and public reporting powers, retain $3 per registered voter from the budget for public reporting, and receive unfettered access to all district records within seven days at no cost.
