Requires the Department of Transportation to issue emergency utility response permits allowing transportation of utility wires, cables, poles, and equipment needed for repair work immediately following a disaster with disrupted utility service.

Permits verbal approval of emergency utility operations by motor carrier compliance supervisors or designated motor carrier services representatives under exigent circumstances.

Allows utility vehicles and equipment operating under special permits to use state-maintained roads and highways at any time on any day without time restrictions.

Requires the Department of Transportation to promulgate rules and regulations for administering the emergency utility response permit program under the rulemaking authority outlined in chapter 536.
