Requires all motorcycle license and endorsement applicants to complete an approved motorcycle training course beginning January 1, 2014.

Mandates that operators and passengers on motorcycles or motortricycles wear protective headgear meeting director-established standards while the vehicle is in motion.

Establishes penalties for operating without a valid motorcycle license: first violation up to $300 fine, second violation up to 1 year jail and/or $1,000 fine, third or subsequent violation is a class D felony.

Sets infraction penalty of up to $25 fine for failure to wear protective headgear, with no court costs or points assessed for this violation.

Prohibits allowing others to operate a motorcycle without proper license endorsement and prohibits operating a vehicle with another person's permit or license, both punishable as misdemeanors.
