Repeals sections 230.200 through 230.260 of Missouri Revised Statutes that established an alternative county highway commission system for third and fourth class counties.

Eliminates the voter-approved alternative commission structure that consisted of county commissioners plus elected members from county commission districts.

Removes provisions requiring counties with alternative commissions to abolish township and special road districts and consolidate their assets under a county highway commission.

Eliminates requirements for counties adopting the alternative system to hire a qualified civil engineer as county highway engineer and develop comprehensive road plans.

Reverts any counties previously operating under the alternative system back to the standard county highway commission established in sections 230.010 to 230.110.
