Repeals and re-enacts sections 191.765 and 191.777 of Missouri Revised Statutes relating to smoking in public places.

Adds "electronic cigarette" to the statutory definition of terms, defining it as any electronic device providing vapor of liquid nicotine or other substances mixed with propylene glycol to simulate smoking.

Prohibits local political subdivisions from restricting the use of electronic cigarettes in public places.

Exempts public places deriving at least 60 percent of retail sales from alcohol, tobacco, or entertainment from local ordinances and rules relating to smoking in public places.
