Encourages the Governor and Missouri Congressional delegation to demand federal and state agencies review all policy decisions on in-stream activities using sound scientific research from unbiased studies.

Calls on Missouri's Congressional delegation to require federal and state agencies base decisions on stream activities within high banks on unbiased scientific university studies and proven landowner practices.

Directs the Missouri House Chief Clerk to send inscribed copies of the resolution to the U.S. Army Corps of Engineers, Bureau of Land Management, Fish and Wildlife Service, EPA, USDA, Missouri Congressional delegation, Governor Jay Nixon, and three Missouri state departments.

Asserts that river and stream management should balance aquatic life protection with farmer and landowner interests in protecting private property and soil conservation.

Contends that current agency decisions on stream bank stabilization, gravel removal, excavation, and vegetation removal are based on agency priorities rather than scientific study.
