Proposes a federal balanced budget amendment requiring Congress's annual expenditures not to exceed annual revenue, except for use of monetary reserves or as provided in subsequent sections

Prohibits Congress from borrowing except for extraordinary costs of declared war/armed conflict or fiscal emergencies declared by Congress and signed by the President

Authorizes Congress to issue special bonds for specific capital projects with 20-year repayment periods, provided cumulative total bonds never exceed 20 percent of total private sector earned income

Amendment takes effect beginning the fifteenth fiscal year after ratification

Instructs Missouri House Chief Clerk to send copies of the resolution to U.S. Senate and House leadership and Missouri's Congressional delegation
