Submits Missouri's application under Article V of the U.S. Constitution for a convention to propose amendments to the Constitution

Requests the convention be limited exclusively to proposing an amendment requiring that any increase in federal debt be approved by a majority of state legislatures

Designates this application as a continuing application that remains in effect until at least two-thirds of state legislatures submit equivalent applications for the same limited convention

Directs the Missouri House Chief Clerk to send certified copies of the application to the President of the U.S. Senate, Speaker of the U.S. House, Missouri's Congressional delegation, and presiding officers of all state legislatures
