Endorses the "Deaf and Hard of Hearing Children's Bill of Rights" to provide a centralized guiding document for educating deaf and hard of hearing children in Missouri

Guarantees deaf and hard of hearing children early screening and assessment of hearing capabilities, early intervention for language development, and parental participation in educational planning

Requires qualified teachers, interpreters, and resource personnel who communicate effectively in each child's preferred mode of communication, and entitles children to placement suited to individual needs including social, emotional, and cultural considerations

Ensures deaf and hard of hearing children have full access to support services, educational programs, and free communication with others using their preferred language mode

Does not require school districts to maintain specific numbers of deaf or hard of hearing peers and does not restrict parental statutory rights to educational choice
