Affirms support for the "Parental Rights Amendment to the United States Constitution" which declares that parental liberty to direct the upbringing and education of children is a fundamental right

Proposes that the amendment require the highest order of governmental interest to infringe upon parental rights and prohibit treaties or international law from superseding these rights

Urges Missouri's Congressional delegation to support and cosponsor the proposed amendment in their respective legislative bodies

Requests that Congress propose the Parental Rights Amendment to the states for ratification to protect parental rights from shifting Supreme Court interpretations and international law influences

Directs the Missouri House Chief Clerk to send copies of the resolution to United States Senate and House leadership and all Missouri Congressional delegation members
