Establishes a "Committee on Fiscal Responsibility and Realignment of Political Subdivisions" to evaluate whether realigning functions and resources across state agencies and political subdivisions would produce fiscal benefits and efficiency improvements.

Committee comprises 8 voting members (4 House representatives and 4 state senators, with 2 from each political party) and 5 nonvoting members (including the commissioner of the office of administration and 4 former legislators with appropriations committee experience), all appointed by the governor with senate consent.

Committee shall determine relevant evaluation data and methods, assess potential benefits and detriments of resource realignment, and recommend policy changes and statutory modifications to achieve identified benefits.

Committee must submit annual findings and reports to the General Assembly and governor each December.

Committee members receive reimbursement for actual expenses, with staff support provided by legislative research offices of both chambers and the joint committee on legislative research.
