Encourages local school districts in Missouri to educate themselves on the authority they already possess under state law to develop and implement policies and procedures for their schools.

Directs the Department of Elementary and Secondary Education to make resources available to each school district to ensure local school boards are fully aware of their decision-making authority.

Recognizes that local school boards have authority over teacher evaluation, enrollment, curriculum, transportation, discipline, dress code, and personnel policies.

Acknowledges that local school boards can implement innovative programs and cooperate with other districts, parents, agencies, faith-based groups, and volunteers to benefit students.

Requires the Chief Clerk of the Missouri House of Representatives to send copies of the resolution to the Commissioner of the Department of Elementary and Secondary Education and each school district in the state.
