Urges Congress and the Obama Administration to address rapidly rising gasoline prices, which averaged nearly $4.00 per gallon, through both long-term and short-term solutions to prevent economic recession.

Requests Environmental Protection Agency temporarily suspend clean-fuel requirements and reduce the number of fuel specifications by offering a limited menu of fuel choices to states and localities.

Calls on Congress to lower cross-border barriers to energy imports from Canada and Mexico and increase pipeline capacity to bring more oil supply to the United States market.

Encourages Congress to facilitate construction of new refineries, permit uncapping of existing wells, and authorize drilling of new wells to increase domestic oil production and reduce dependence on foreign oil.

Directs the Missouri House Chief Clerk to send inscribed copies to President Obama, EPA Administrator Lisa P. Jackson, congressional leaders, and Missouri's congressional delegation.
