Submits to Missouri voters a constitutional amendment (Article III, Section 54) to establish a Fair Ballot Commission composed of eight members: two House members appointed by the Speaker, two House members appointed by the House minority floor leader, two Senate members appointed by the Senate President Pro Tem, and two Senate members appointed by the Senate minority floor leader.

Grants the Fair Ballot Commission authority to review and approve or reject all proposed ballot language submitted through initiative or referendum processes.

Requires an affirmative vote of at least five commission members to approve ballot language for submission to the Secretary of State, who must submit approved language to voters without modification.

Authorizes the commission to propose alternative ballot language upon an affirmative vote of at least five members if the original proposed language is rejected.

Provides that commission members receive reimbursement for actual and necessary expenses incurred in performing their duties.
