Submits to Missouri voters a constitutional amendment establishing spending limits on state general revenue appropriations, effective when total appropriations exceed fiscal year 2008 levels.

Defines "appropriations growth limit" as the greater of zero or the sum of annual inflation rate, annual population percentage change, and 1.5% of previous year's total general revenue collections.

Permits appropriations to exceed the growth limit only when the governor declares an emergency and the legislature approves by two-thirds vote in each house.

Establishes three reserve funds: Cash Operating Reserve Fund (for short-term cash needs), Budget Reserve Fund (for emergency appropriations), and Taxpayer Protection Stabilization Fund (for temporary individual income tax rate reductions).

Directs excess revenues to debt reduction (1.5-2.5% surplus), the cash operating reserve (33% of amounts above 2.5% surplus), and the taxpayer protection fund (67% of amounts above 2.5% surplus), with automatic sunset provisions after five years unless reauthorized.
